Which employers are legally required to obtain service letters?

Delaware law requires employers in healthcare, childcare, nursing, education, and similar fields to request a service letter when hiring someone who will work with vulnerable populations. Any employer hiring for a “position of trust” must follow the service letter process to help ensure applicant safety and suitability.
