Does filing a First Report of Injury admit employer fault?

No. Filing the First Report of Injury does not mean the employer is accepting fault or agreeing with the claim. It only confirms that the employer was notified of the injury and is following the reporting requirements. The insurance carrier decides whether the claim is accepted or denied.
